CompatHelper: bump compat for Nemo to 0.40, (keep existing compat) #228

This pull request changes the compat entry for the Nemo package from 0.38 to 0.38, 0.40.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
