[Bleeding Edge] Python 3 w/ Django 2.1+

This tag is used to mark our latest working process about the migration to Python 3 with Django 2.1+.

This version is still in testing and not recommanded to be used in production.

This tag might be force updated to reflect our latest update, so don't rely on it.

You are encouraged to report problems about this version (as well as the "py2" version, of course).

Semantic UI version [Python 2, Django 1.11]

Here is the SchOJ remade with Semantic UI.

It is still based on Python 2 since the Python 3 version has several problems left.

Features added:

• Semantic-UI frontend
• Responsive navigation bar
• Changed some static assets link to cdnjs.loli.net for faster experience of mainland China users

(Other update may apply, see py2 branch. There are still some minor issues but most of the functions are working.)
