This implements a base persistence framework in rre-core, as per issue #54.
It includes a JsonPersistenceHandler implementation, which is used by default and produces the same output content as the current version (although not prettified). There are some configuration options available, and I have updated the rre-maven-report-plugin to allow it to be used with non-default configuration.
