PowerShell requires slightly different syntax for removing directories and creating an archive. Windows PowerShell (v5.1 and lower) will default to UTF-16 character encoding unless otherwise specified.
This pull request adds a code example for Windows PowerShell to complement the existing instructions for use with the SIG Upload Portal.
