Code is mostly inspired by https://github.com/paketo-buildpacks/nginx
Note, this buildpack will currently always apply if it is in a build. We can change it in the future to apply based on an env var or some file we define.
Things left to do in follow-up prs is adding tests and CI for testing and publishing.
Feel free to contact me if you want me to walk you through the PR, so you don't need to figure out the paketo stuff on your own.
