test_niflib project needs to be built using C++17 standard (because of the filesystem compatibility)
I did not realise that the project needed to be built with the new settings in order for them to show up in the .vcxproj file

The test_niflib project needed to be built by specifying the C++17 standard. Minor changes in .h and .cpp files inside test_niflib project so that it correctly builds.
