Simply displays a list of effectors & targeters in the tower
… for testing with the tower UI

Adds a UI screen for towers that allows for interaction with the tower.
The screen lists all the targeters and effectors. Per block it also shows basic information, details about the Targeter/Effector component as well as the option to apply upgrades.
