  1. Remove the conditional in OPENROAD_CLKGATE PDK definitions 

    The condition is never set and the clock gate never instatiated.  This
is likely left over from when we didn't support them in CTS.
Significant QOR changes are expected (less flop merging, actual gates,
etc).
