Setup GitHub action to deploy site to core cloud s3 bucket

This will setup an action to sync the current version of the site to an S3 bucket provided by core cloud that can serve the site via a CloudFront distribution.

This is step one of the following process:

• Setup deploying the site to S3 bucket in parallel to the current Nginx Docker image / deployment to ACP Kubernetes. The site will then be available at https://engineering.prod.acp.homeoffice.gov.uk/.
• Once tested as working ACP/core cloud team will switch over https://engineering.homeoffice.gov.uk/ to route to the new deployment.
• Remove docker build and drone deployment, decomission ACP Kubernetes namespace.
