Bump cacheable-request and @graphql-codegen/cli in /frontend

Removes [cacheable-request](https://github.com/jaredwray/cacheable-request). It's no longer used after updating ancestor dependency [@graphql-codegen/cli](https://github.com/dotansimha/graphql-code-generator/tree/HEAD/packages/graphql-codegen-cli). These dependencies need to be updated together.


Removes `cacheable-request`

Updates `@graphql-codegen/cli` from 2.3.0 to 2.16.5
