feat(lang): Tuple splats & slicing

This introduces some new syntax in order to get rid of the type operators and intrinsics.

Tuples can now be sliced with ranges like slices (if range is constexpr). Likewise they can be splatted into another tuple. This also adds deref_of type in AST (let a: *T;).
