- Handles indentation edge case that causes `get_value()` to fail to parse YAML - Improves key sorting - Re-enables test, even if it is broken
- We have a path forward and will be attempting to move the `parser/` module into `conda-incubator`

This PR contains work I would like to have merged in before we start moving the project. It also contains README changes to help others find the new location of the work.
