add mpi launch for local launcher

For the moment being this workflow is considered only for local launchers.

This is because:

1. I don't think the docker container contains the libraries to run mpi. We might have them on our side, but I am not sure about the system deps
2. The hostnames should be known to the container. This is clearly an IT configuration issue, but I believe we would need proper testing
