Can you explain better what "Dormant" means.
IMHO users have two options:

  • step up and help maintaining it, by fixing the current issues, reviewing PRs, etc. If they do the project will be marked as active again (another vote can be held).
  • do nothing and the project will be declared End-of-Life and archived after some time.
