• Create a documentation page in https://autowarefoundation.github.io/autoware-documentation/main/contributing/coding-guidelines/ that includes a table what each folder in https://github.com/autowarefoundation/autoware.universe should go. (common should be reserved for very limited number of packages)
• Move feat(pyplot): add C++ pyplot autoware.universe#9430 to visualization folder.

Some new labels were added, #3955

We can limit who can make new labels with https://github.com/marketplace/actions/label-actions and codeowners to protect the workflow.
