A couple of thoughts:

• node-sass will stopped receiving updates, making it outdated. Repo: https://github.com/sass/node-sass
• node-sass team recommends using now libsass. Repo: https://github.com/sass/libsass
• Does SPAR app needs this package? Looking. Wait for the next comment.

Does SPAR app needs this package?

No. After running a couple of tests, running locally and making changes, changing scss files and others, no errors were found.
Also ran a build. It passed
Also ran a preview mode. All working.

So we can safely remove it.
