BIFROST v1.2.2

This release contains the following minor changes to the runtime implementations.
⚠️ Client version upgrades are recommended but not mandatory.

• Bump substrate and frontier version to bifrost-polkadot-v0.9.37.
  • bifrost-substrate - https://github.com/bifrost-platform/bifrost-substrate/tree/bifrost-polkadot-v0.9.37
  • bifrost-frontier - https://github.com/bifrost-platform/bifrost-frontier/tree/bifrost-polkadot-v0.9.37
• Setup cargo workspace dependencies to enable centralized version control for substrate and frontier dependencies.

These changes will fix the following frontier vulnerability

• https://www.opencve.io/cve/CVE-2023-28431
• polkadot-evm/frontier#1017
