Currently, "qualified custodians" are mentioned as often also being "economic nodes" but as "economic nodes" "have power and influence which is proportional to the frequency and volume of payments received." I wonder who has power from physically controlling bitcoins. You can slap that onto "economic nodes" but if you want to distinguish the non-custodial exchanges like Changelly from Coinbase who offer custody as a service, it might make sense to treat custodians as separate stakeholders.
