One obvious incentive for most of these groups is minimizing development time to account for new features. When a new address type is added as a result of a consensus change, that naturally means development time to upgrade various systems.
Economic Nodes, Miners, Users and Investors have this incentive because they want to minimize the costs of running their nodes.
Application Developers have this incentive because they have to put in dev time to use new features at a minimum, and often have to upgrade non-trivial parts of the system (e.g. adding 2-of-2 Schnorr MuSig2 support for lightning channels)
As we saw with segwit, a lot of organizations are unwilling to pay this development cost, even with the economic incentive of lower fees, so it's obviously a big one to acknowledge.
