When opening a channel, the routing policy is set immediately inside lspd, so the fee policy towards LSP users can be a different policy than the default routing policy of the node.

The
NODESconfiguration already contains theFeeRateandBaseFeeMsatfields. In this PR these values are used to enforce that routing policy to the user's node on channel open.
