Lottery smart contract

Rules:

-tickets are accepted at a specific time
-one transaction - one ticket

Deployment:

Construtor with 2 parameters:
-lottery ticket price
-end of lottery (seconds from deployment to the end)
-each person can request end of lottery after time given in constructor
