[DOC] Add CONTRIBUTING.md and CODE_OF_CONDUCT.md

Description

This pull request adds two important documentation files that are currently missing:

• CONTRIBUTING.md – A detailed guide on how to contribute to the project, including reporting bugs, suggesting enhancements, and submitting pull requests.
• CODE_OF_CONDUCT.md – A document outlining the expected behavior for all community members, based on the Contributor Covenant.

These additions aim to streamline the contribution process and foster a positive, inclusive environment.
