Sync dev keycloak config with prod

We've made a few manual changes to keycloak in production via the Admin Console. Let's sync up the dev setup so they match up.

The could be fixed by either:

1. Quick fix: Dump hmda realm config from prod, tweak env-specific bits, push up to hmda-realm.json.
2. Long-term solution: Implement How should we apply config changes to an existing realm? #183 using Wildfly CLI.
