For the bundled Go update's postUpgradeTasks, renovate needs Go to be
installed to run `go mod vendor`. And it appeared that in some case, it
would not yet be installed, see this discussion for more details:
renovatebot/renovate#23485

This commit also introduces auto-update for that specific installation.
