Bugfixes, relicense under BSD-3-Clause

'oldglibc' feature disables some tests

Older glibc versions show a slightly different resolver behaviour: IPv6
addresses are not returned unless explicitely requested. This breaks
some tests.

Relicense under the terms of the BSD-3-Clause license.

Initial release as standalone utility

multiping will proceed happily (albeit issuing warnings) as long as at
least one target host resolves correctly.
