Add error message when there is no data available

If a comma device has no data, or data is not available to show up on the UI after X amount of times show a message that states the problem and possibly how to fix it. Spektor56 talked about how the drives were not loading and it just kept being in the loading state for his comma 2. Discord conversation here.
