I want to review this thoroughly and I'm out of time right now.

One note off hand is that maybe we should consider modifying the instructions at the top under Create an FCOS image to use the compute gallery approach.

If I understand correctly the image we create there can work for confidential VM or not confidential VM. Also I think we'll have to use a compute gallery if we ever want these instructions to work for aarch64?

Yes, I think so.

If I remember correctly, we do not have confidential VM auto test on Azure, maybe we should add it.
