Added PTA Import and allowed for steps import

Desired Outcome

Imported PTA
Restart import process after window timeout during copy
Allow component installs into regions without zones

Implemented Changes

Added PTA to import-pas-images.ps1
Added switches of Copy and Process to import-pas-images.ps1
Copy switch does copy part
Process switch will create the images

Updated pas-single-component-deploy.json to allow for deployment for regions without availability zones
