Remove support for EOL php versions

Here are the following changes since the latest release:

• Remove ruby dependency and update BDD tests to use Cucumber js like the official dredd-hooks-template repo
• Remove support for php 5.4 - 7.1 and upgrade composer dependencies

Add --port, --host, and --force to dredd-hooks-php command
