- import all needed components - modify gauge fetching types - provide first WIP page with AURA and BAL stats

- refactor coingecko calls - introduce api-v3 wherever possible
- store historical price - add coingecko hook - do static calls until fetching strategy is fletched out
- add static price snapshot until new routines are fully implemented
- add api-v3 historical data endpoint - implement AIP-63 changes

This branch has grown significantly and will now be merged with the voting incentive simulator being stable, including Coingecko refactoring. |

Basic implementation of an incentive calculator based on Balancer Tools first prototype. Math hasn't been vetted yet. PR is used to generate a preview to share
