Make GHAS bot stop demanding CodeQL

Add `.emass-repo-ignore` per instructions [found here](https://department-of-veterans-affairs.github.io/ois-swa-wiki/docs/ghas/codeql-usage/ignore-repository/) Since this repository doesn't contain code, it seems wise to have it ignored.
