Might need to cookiecut API again so that the tutorial.rst shows up on the documentation

@cadenmyers13 I merged this but I expect you need to add the tutorial to the top level pages for it to appear in the left panel etc. Cookicuttung won't do that. It just autobuilds the API docs from the docstring s
