Issue Description

Build info: 9.0.100-rtm.24516.28

The Visual Studio version displays incorrectly on the SDK installer page.

Steps to Reproduce

1.Install NET9 RTM SDK(9.0.100-rtm.24516.28) on win11-x64.
2.Check the information on the SDK installer page.

Expected Behavior

The Visual Studio version can be displayed well.

Actual Behavior

The Visual Studio version displays incorrectly on the SDK installer page.

As net9 is closer to release, does vs version need to update to the latest stable release version?

@marcpopMSFT checked on new 9.0.100 build, the VS version still display incorrectly, it should be "17.12" not "17.21"

@marcpopMSFT VS version on net9.200.preview sdk also needs to be updated->keep tracking

The branch to branch codeflow should update this but I'll keep the issue open in case it gets lost in the merge.

Checked on the latest 9.0.100 SDK, this issue not repro
