git-crypt now has official windows binaries: AGWA/git-crypt#227 (comment)

I tested it on my windows machine and was able to lock and unlock just fine. I’ll update the encryption section of the handbook to reflect this change then approve. |

git-crypt now has official windows binaries: AGWA/git-crypt#227 (comment) , so we should recommend installation from there. @n8layman, can you confirm this works?
