Ensure Python 3.13 and PostgreSQL 17 compatibility #17752

This adds Python 3.13.0 and PostgreSQL 17 to the trial test matrix

Also updates cffi and zope.interface in the locked dependencies to make sure we have versions compatible with Python 3.13. For some reasons, they are not being picked up by dependabot.
