Add page for Apache Pulsar as communicated here https://pulsar.apache.org/contribute/release-policy. I used that instead of the release notes page as it included EOL and EOES dates.
The text is more-or-less verbatim from that page.
One detail I noticed was that the Git tags was dated earlier than the release date on both the release policy and release notes pages. See for example 2.10. I didn't figure out how to fix that.
