CI with Dev Env Container 🫙

CI should itself use #454.

In 2 jobs: First, build Dev Env (from check out), then in another job run within that container?!

But this ^^^ approach requires a container image registry? And cleaning it up, from PRs. It's probably easier to run in 1 single job, build container locally without pushing it anywhere, and then build in that Container, ob the same host.

TBD: DiD for testing containers, from 🫙 container.

@lbovet as discussed here, do you have any interest in working on this issue, as a "pre-requisite" (with a separate PR) for #512? Or would you prefer if I did this? (So that it can test what you may do in #512?) Either way is fine with me!
