This PR updates GitHub Actions runners to a specific version.
This ensures that the workflow will always run on the same runner, which makes your build stable.

The PR updates the *-latest version with the current version, as specified in https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners/about-github-hosted-runners#supported-runners-and-hardware-resources.

I am going to merge this, since the CI failures have to do with the runner code and not GH actions.

However, I do need to address the CI issues ASAP. Haven't had time to dig in today, but I suspect this is causing analyzer failures on the site.
