mpi: manually heap-allocate payloads for local messages (#378)

* mpi: make local fast path faster

* util/memory: use mimalloc

* nits: run clang-format

* nits: some self-review

* mpi: fix detection of local messages in receiver

* mpi: only memcpy the required bytes
