Fixes #1122, sort of.
This PR doesn't structurally change anything. It explains everything a little better, and removes the obligation from the contributor to get all the annoying things right. Most of the checks exist for the maintainers, not for the contributors.
Fixing all the annoying stuff is the responsibility of the maintainers.
