This PR introduces token-2022 functionality to the SDK. It's pretty throughly tested with a new tool, Mirrorhttps://mirror.ad. Specifically it introduces
The Token Metadata functionality is complete along with the Default Account state... the bottom three need update functions still, but the Foundation asked to prioritize Metadata.
TODOs left to do after initial merge:
Right now documentation is the tests, they explain how everything works if you read them. However, I want to add inline documentation as well!
