GEOS-Chem submod update: Merge PR #2346 and PR #2349 (Fixes for CESM)

This commit informs the GCHP superproject about the following
commits that were pushed to the GitHub geoschem/geos-chem repository:

0bb78b80e Merge PR #2349 (Initialization fix for UCX in CESM)
1330e0f87 Merge PR #2347 (Correct alpha order of complex SOA species for CESM)

This PR fixes minor issues for running GEOS-Chem in CESM.
