HEMCO submod update: Merge PR #268 (Handle 3D NEI emissions)

This commit informs the GCHP superproject about the following
commits that were pushed to the GitHub geoschem/HEMCO repository:

2a4bb12 Merge PR #268 (Handle 3D NEI emissions)

This PR (along with GEOS-Chem PR #2213) restores proper handling for
3-D NEI2016 emissions.
