Starting to move over guided remediation from osv-scanner, starting with the dependency resolution.

I've removed the DependencyClient interface, since the LoadCache and StoreCache aren't actually required for most usages.

Still TODO in the PR:

Think how to structure directories make the shared parts with maven transient extraction make more sense
Move over & convert resolution tests from osv-scanner


          start moving over dependency resolution for guided remediation
