Add: Use GMP GET_FEATURES in get_capabilities_gmp

What

In addition to the GMP HELP command for the list of available commands, get_capabilities_gmp will also run GET_FEATURES to get the list of optional features.

Why

This will allow GSA to get the state of feature toggles like OPENVASD or CVSS3_RATINGS.
