Viridianforge/protobuf version updates

[ViridianForge]

• Use nox to make it easier to test changes for both Protobuf 4 and 5
• Fix tests to allow Protobuf 5
• Update test code to be linted and formatted
• Update linting and formatting rules to be a bit more concise
• Update docs to indicate support commitments for Python and Protobuf versions
• Update Github test action to test along Python and Protobuf lines
• Update Github test action to only run linting and formatting checks once
