This PR includes two new features that allow to specify under which hardfork will the code be compiled.
It adds the possibility to use a new flag in
eascalled--hardofk, which allows to select under which hardfork will the code be compiled, and a new%hardforkmacro which allows to specify the range of hardforks the file where its used can be compiled.
