set env HOLOCHAIN_LOG_LEVEL when running the trycp server
Example:

HOLOCHAIN_LOG_LEVEL="warn,NETAUDIT=trace"  trycp_server


          added HOLOCHAIN_LOG_LEVEL

The mechanism for setting the log level per conductor is already provided by TryCP, it just needs exposing through the client. Done in #230
