HPCC-33306 Fix issue starting 9.10 without a debug plane #19462

post-mortem changes caused a helm startup issue if the chart was configured without a debug plane, causing check_executes.sh to fail and log usage.

Type of change:

So -f was not really supported before ?

no a hang over from previous version, the usage wasn't updated properly.
