Description of changes:
We need to use soft affinity for our worker nodes. As in the latest version of CloudStack non-strict Anti-affinity and non-strict Affinity are available, we want to take advantage of this feature and this PR is related to enabling non-strict Anti-affinity and non-strict Affinity to be used by CloudstackAffinityGroups.

Need 4.18.1 CloudStack version

+ add feature gate example
